    Dean Ryan is involved in the engineering, construction management, and start up & commissioning of various facilities and pipelines at the Hyperion Wastewater Treatment Plant. This project includes public works and industrial use structures public works and industrial use facilities for the recovery of energy from the solids and gas captured in the waste treatment process. Dean Ryan's services have been utilized for various facilities including: a steam drying facility, two centrifuge facilities, a gas flare control buildings, an electrical distribution and switching facility, and numerous liquid and gas pipelines.

    This project consists of biosolids combustion projects, off-site solids management, alternatives fuels program, biosolids drying projects, air emissions management, and improving design capabilities. Dean RyanĂs engineering personnel have provided assistance in the design of ancillary piplines for these facilities. These ancillary pipeline designs include carbon steel sludge lines, ductile iron and carbon steel water lines, stainless steel steam lines, and pvc chemical lines. In addition, Dean RyanĂs Construction Management personnel have been responsible for the overseeing the construction, scheduling and cost estimates for various facilities and pipelines, as well as for the remediation of contaminated soil and the replacement of a double walled gasoline storage tanks. Dean Ryan personnel have been responsible for analyzing the Contractor=s site Safety Health and Emergency response plan, have assisted in the inspection of construction work, and have supervised potholing operations in order to determine the location of chemical, waste and pressurized gas lines.

    Dean Ryan is also providing on-site air emissions sampling of the FBG flue gas and the GTG exhaust gases at Hyperion. All samplings are performed in conformance with standard SCAQMD and EPA-approved methods. Dean Ryan is performing SCAQMD and EPA-approved laboratory analyses for the specified compounds and calculating, as appropriate, the concentration and emission rates for the specified compounds by source. Dean Ryan is producing all written reports, summarizing and detailing the air emission procedures.

    As part of its air emissions management responsibilities, Dean Ryan is providing on-site air emissions sampling and laboratory analysis of the FBG flue gas and the GTG exhaust gases in conformance with standard SCAQMD and EPA-approved procedures. In additioni, Dean Ryan is calculating concentration and emission rates for the various compounds by source and is producing all written reports, summarizing and detailing the air emission procedures.

    On an as needed basis, Dean Ryan will provide staff to interface with government officials, conduct research and testing to solve operational problems, improve and optimize system performance, reduce nuisance impact to the surrounding communities, and perform special studies and technical tasks.

    In addition to providing the above mentioned sevices, Dean Ryan is also responsible for start-up and operations assistance as required to support the operation of the Sludge Combustion Facility and other Solids Handling facilities. Dean Ryan is providing guidance, direction, assistance and supervision to the STRR Division to establish test protocols, contract preparation, testing, as well as identifying any required system modifications to meet regulatory requirement for the CIP Projects.

    Concept/Pre-design Reports were prepared outlining facilities requirements. Design, permitting, construction management and startup support was provided for recommended modifications. Completed facilities were tested for compliance with conditions of their AQMD permit.
