The U.S. Postal Service maintains underground storage Tanks for refueling of motor vehicles and for the storage of new and used oil from the maintenance of the vehicles. The presence of these tanks requires conformity with all applicable federal, state and local regulations. The regulations require permitting, monitoring, recordkeeping and training.

The purpose of the Operation, Maintenance, and Management Plan (OMMP) is to assist the facility manager in the management of all regulated tanks. The OMMP describes the roles and responsibilities of Postal Service personnel in maintaining compliance with federal, state and local regulatory requirements for underground storage tanks (UST) and aboveground storage tank (AST) systems that store petroleum products. In addition it provides a tool to assist in the recordkeeping requirements.

Dean Ryan was responsible for the verification of the accuracy of the USPS Facilities Management System (FMS) underground storage tank data for the site. Dean Ryan staff prepared a site-specific Operation, Maintenance, and Management (OMMP) for regulated Tank Systems for each Postal Service Facility. Each plan included site specific information on all construction, installation, operations and addressed all applicable federal, state, and local requirements. The OMMP included a Master Activity Schedule which was a summary of each task and the frequency of each task which was performed to maintain compliance with the requirements for monitoring and maintaining tank systems including, performing scheduled monitoring to evaluate the integrity of the tank system; maintaining an Emergency Response Plan; maintaining a Spill, Prevention, Control and Countermeasures Plan; providing training of designated facility personnel to conduct all compliance tasks; and obtaining all required recurring permits.

The FMS also included an Operation, Maintenance, and Management Plan Summary; Communications Directory; determined and outlined the Roles and Responsibilities; Postal Service Underground Storage Tank (UST) Management Policy; UST Regulations and an Environmental Policy Statement which was provided by the Postal Service. Other services included the development and maintenance of mandatory compliance logs and recordkeeping requirements; System description of the tank systems installed at each site; FMS inventory; Recurring permit requirements; test, monitoring and inspection records; standard operating procedures for petroleum product handling and delivery; and Emergency Response Plan describing the procedures and personnel responsible for responding to immediate emergency actions, such as spill and leak containment, clean-up and disposal.
