The Orange County Council of the Boy Scouts of America (BSA) are pursuing a renewal on their lease with the Marine Corps Base (MCB), Camp Pendleton for their campground at Camp Pendleton. BSA has occupied this property for 25 years as a campground. Prior to that time, the property was a lima bean farm. The Scouts have established a leach field to accommodate their wastes. An EBS has never been performed. The property is approximately 50 acres and constrained with biological and historic resources. It has National Register listed archeology over nearly 80% of the site. Approximately 7 acres consist of well-established wetlands and coastal sage scrub habitat.

Dean Ryan is responsible for the preparation of a comprehensive EBS to support a Finding of Suitability for Lease (FOSL) in accordance with the NAVFACENGCOM Environmental Baseline Survey Guidance dated March 1995. Other activities include provision of written reports and coordination of meetings.

Field Work: Dean Ryan staff conducted a detailed search of records pertaining to the facility; recorded chain of title documents; review of aerial photographs; visual site inspection of the real property; interviews with current or formal employees involved in operations of the facility. Conducted record searches of available sources for historical information that may lead to knowledge of an environmentally hazardous condition. The search included any violation or noncompliance records; Federal/State agreements; current and /or discontinued permits pertaining to environmentally regulated activity and construction, expansion permits/restrictions.

Records were searched at the Department of Toxic Substances, California Environmental Protection Agency, local utility companies, and city and county offices. Dean Ryan staff reviewed all title, deed and other real property records and other available documents to ascertain prior uses of the real property which may have involved hazardous substances or otherwise contaminated the property.

Dean Ryan staff Site reconnaissance included conducting visual inspections to determine or confirm the presence of an environmentally hazardous condition. On-site interviews were conducted with personnel, who presently or previously worked, owned land, resided or otherwise has a history with the property. These interviews were used to resolve issues or gaps present in the documented histories. Interviews were conducted concurrently with other site visits/interviews being conducted for the purposes of this project.

The EBS Report identified, documented and summarized, to the extent such information was available, the environmental conditions and concerns of the land, facilities, utilities, and other real property assets for the entire leasehold area; defined the potential environmental contamination liabilities, provided an assessment of environmental health risks, and ensured adequate protection of human health and the environment related to the subject property. Specifically, the report evaluated the condition of which hazardous substances and petroleum products or their derivatives were stored, known to have been released, or disposed of on or near the property. The EBS report was prepared in accordance with the established guidelines under NAVFACENGCOM Environmental Baseline Survey Guidance dated 31 March 1995.

Sampling and Analysis: Dean Ryan staff performed soil sampling in and near any areas of concern and two (2) samples in leach field area. The locations for sampling were determined during the fieldwork and approved by the project leader and MCV Camp Pendleton archeologist prior to sampling. Samples were analyzed for pesticides using EPA method 8081A, and petroleum products and their derivatives using EPA method 8015M. Samples from the leach field area were analyzed for metals using EPA method 6010, and volatile organic compounds (VOC) using EPA method 8260, in addition to tests for pesticides and petroleum products and their derivatives.

All project activity was conducted according to federal, state and local statutes, regulations, ordinances and protocols.
